Our Management Team
David Cole joined Vanguard Healthcare Solutions in March 2017 as Chief Executive.
A mental health nurse by training, David brings over 35 years’ experience in the health and social care sector.
Prior to joining Vanguard, David was CEO at Cygnet Health Care, one of the UK's largest operators of specialist mental health services.
David has chaired Choice Care Group, Lighthouse Healthcare and Glenside Care Group, and was CEO of Castlebeck between 2003 & 2007. He has also served on the Board of Frosunda, a specialist Swedish care operator, and acted as an advisor to organisations including, amongst others, Advent International.
David understands the complexities of regulated healthcare operations, customer expectations, and the need to innovate and develop customer facing products. Combining this knowledge with his significant experience of successfully leading and growing healthcare organisations, he is well placed to lead Vanguard Healthcare Solutions in its UK and increasingly international operations.
Angela joined Vanguard in 2010 as Commercial Accountant. Following a three year tenure as Financial Controller, she was appointed to the executive team in 2017 as Finance Director.
Angela’s career started with Robson Taylor. She began her training as an auditor, developing a comprehensive knowledge of financial compliance. Following this, she advanced to a senior role with Berkeley Hamilton and then to Financial Controller for The Little Entertainment Group. This seven year appointment saw her support many new business ventures, producing financial models to support business strategy and growth.
Her comprehensive understanding of the modern healthcare market, established during her years of service at Vanguard, combined with a natural flair for business development gives Angela a crucial ability to oversee profitable endeavours and implement key processes that support the realisation of planning into profit.
Angela’s primary focus is now on helping to grow Vanguard’s business value as quickly and effectively as possible, whilst maintaining the highest standards of corporate governance and compliance.
Director of Delivery and Development
Steve first joined the Vanguard team in an advisory capacity in October 2013 and became a permanent member of the executive team in April of 2015.
He has worked within the NHS acute hospital sector for 25 years, including tenures as Chief Executive and Executive Director in large acute/specialist teaching hospitals. His Board-level experience extends over a 13 year period, during which Steve has either been part of or directly led teams delivering major clinical service reconfiguration within a number of acute hospitals.
His exposure to internal restructuring projects has given him a comprehensive insight into the needs of modern healthcare providers, and how suppliers can assist with supporting the market in further progression. His appointment to the role of Director of Delivery and Development for Vanguard in August 2017 reflects the value of his perspective on a changing healthcare landscape.
Steve’s focus is on the holistic development of our offering. He is set to guide Vanguard to an expanded product portfolio and an increase in scope in the coming years, identifying where there is a lack of available resources for healthcare providers and the means through which Vanguard can deliver support for our customers in these challenges.
Our Clinical Managers
Pamela Bennett has had a distinguished career handling both marketing and general operations for a number of healthcare providers.
Born in Canada, Pam began her career as Marketing Manager of Bath Clinic in 1984, where she remained for ten years, latterly as Group Marketing Manager for Compass Healthcare. Since leaving Compass, Pam held various managerial roles with providers such as Bupa and Virgin Healthcare before joining Vanguard in 2008 as Operations Manager.
Clinical Contracts Manager
Before beginning his clinical career, retraining as an Operating Department Practitioner in 2003, Steve spent 15 years in the military serving in Germany, Kosovo, Northern Ireland and during the first Gulf War.
Steve held his first role as an ODP at Whiston Hospital, Merseyside, in 2006 before joining Vanguard three years later. Steve quickly became a lead practitioner, heading Vanguard’s clinical teams on site. Steve became a Clinical Contracts Manager in 2015.

Norma Davies qualified as a nurse in Northern Ireland and spent the following 36 years working for the NHS in Plymouth, joining Derriford Hospital in 1975 and leaving as a senior staff nurse in January 2001.
After leaving the NHS, Norma semi-retired with her husband to a holiday home in Britanny, France, but, missing her job, she returned to full time work, joining the Vanguard team as a theatre crew member in 2004. Norma became a Clinical Contracts Manager in 2007.

Scott Horsley began training as an Operating Department Practitioner for the Army at the age of 16 - a job that he remained in for 9 years, serving in Germany, the Falklands, Ireland and during the first Gulf War.
Following 5 years as a locum ODP, Scott joined Cardinal Healthcare as an ODP in 2002, less than two months before it became Vanguard Healthcare. Scott has been a Clinical Contracts Manager since 2005.
